Clematis Blooms despite Dead Looking Stem

This clematis is grown from a store bought bare root. This is its first year and it suffered from the heat last month, but amazingly it's having two blooms and several flower buds, despite the dead looking stem at the base.

This could be Ville de Lyon / City of Lyon clematis, but I am not sure.
